As part of the General Services Department, the Engineering Division is responsible for planning, development and construction of transportation, drainage, and facilities capital improvements; development review; right-of-way management and inspections; assessment district administration; stormwater quality management; and community outreach to residents and businesses affected by a large variety of capital improvement projects. The City of Citrus Heights is seeking a full-time licensed Professional Engineer, reporting to the City Engineer, with strong capital project management skills and a solid understanding of drainage design, stormwater management (and related permit processes) and development review.
The position will be involved in all aspects of a variety of Capital Improvement Projects (CIPs) that are intended to enhance the City’s infrastructure, extend the useful life of public facilities and improve or enhance delivery of City services. The position will review, design, assess, and oversee implementation of the City’s storm drainage master plans; assist in developing and monitoring annual drainage related budgets; review consultant developed plans; monitor storm drain maintenance work; and review and approve invoices for contractor operations. Additionally, the position will oversee the City’s stormwater quality program, attend monthly regional storm water partnership meetings, perform building permit review, development proposal review, improvement plan review and manage special projects as assigned. Knowledge of Municipal Separate Storm Sewer Systems (MS4) permit regulations/requirements, California Department of Fish and Wildlife’s (CDFW) Streambed alteration agreement process, and the California Environmental Quality Act (CEQA) are beneficial. Qualified (Stormwater Pollution Prevention Plan (SWPPE) Practitioner QSP and /Qualified SWPPP Developer (QSD) certification is desirable.
Three years of professional level experience that relates to civil engineering, drainage engineering, transportation engineering, stormwater management, or a related field and similar to that of the Associate Engineer within the City of City Heights; public sector experience.
May need to possess a valid California driver’s license and proof of automobile liability insurance as required by the position.
Possession of current registration as a Professional Civil Engineer with the State of California.
