The Capital Improvement Programs (CIP) Manager will be responsible for the management of the Engineering Division of Public Works. Management activities include supervision of CIP staff, project scheduling, budget preparation, and coordination of activities of other departments within the County, and with contractors and project stakeholders.
The CIP Manager will coordinate assigned activities with other County departments, divisions, and outside agencies with a global perspective on customer service; provide highly responsible and complex administrative support to the Engineering Division; and provide direct oversight, management, and guidance to engineering project managers and related staff within the department.
Manage all design services and activities of the Engineering Division including capital improvements and Right-of-Way, as well as current developments and special projects.
Manage and participate in the development and implementation of goals, objectives, and priorities for assigned programs; recommend appropriate service and staffing levels; and recommend and administer policies and procedures.
Manage work assignments, project scheduling, and budgeting for all CIP project in the County.
Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor work load, administrative and support systems, and internal reporting relationships; and identify opportunities for improvement and review within the Engineering Division.
Plan, direct, coordinate, and review the work plan for the Engineering Division. Meet with staff to identify and resolve problems; assign work activities, projects, and programs; and monitor work flow, review and evaluate work products, methods, and procedures.
Participate in the development and administration of the Engineering Division's annual budget, including CIP funding; direct the forecast of additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring and approval of expenditures; and direct and implement adjustments as necessary.
Serve as liaison for the Engineering Division with other County departments, professional organizations, and outside agencies.
Provide responsible staff assistance to the Director and Deputy Director of Public Works and prepare and present staff reports and other necessary correspondence.
Conduct a variety of organizational studies, investigations, and operational studies; and recommend modifications to the Engineering Division's programs, policies, and procedures as appropriate.
Maintain up-to-date information for organizational efficiencies incorporating the latest technologies where feasible.
Review and approve plans and specifications, designs, environmental documents, reports, and studies.
Perform other related duties and responsibilities as required.
Exercises direct supervision over staff.
Knowledge, Skills and Abilities:
Knowledge of the principles and practices of project management, civil engineering, program development, and administration. Advanced ability to implement project management strategies, disciplines, and theories. Knowledge of organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.
Knowledge of recent developments, current literature, and sources of information regarding civil and structural engineering, and project management.
Knowledge in principles of supervision, training, and performance evaluation. Manage, direct, and coordinate the work of supervisory, professional, and technical personnel. Aid in selection, supervision, training, and evaluation of staff.
Knowledge and ability to interpret and apply pertinent Federal, state, and local laws, codes, and regulations.
Provide administrative and professional leadership and direction for the Engineering Division; and recommend and implement goals, objectives, and practices for providing efficient engineering services.
Analyze problems; identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals; and research, analyze, and evaluate new service delivery methods, procedures and techniques.
Communicate clearly and concisely, both verbally and in written communications.
Comfortable communicating with senior levels of management and County personnel.
Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
Computer Skills: Knowledge of, or ability to learn, MS Office Suite, GIS, AutoCAD, Cartegraph, and Accela.
Experience: Minimum of ten (10) years of direct project management experience, including five (5) years of administrative and supervisory experience.
Education and Training:
Bachelor's Degree with a major in Engineering, Construction Management, or a closely related field.
Master's Degree preferred.
Licenses or Certificates:
Registration as a Professional Engineer (P.E.) in the State of Colorado, or ability to obtain registration within 6 months of hire, is required.
Project Management Professional (PMP) certification is preferred.
Must pass a criminal background check.
