The Chief Technology Officer (CTO) sets the direction for Information Technology at the Metropolitan Transportation Authority, serving close to 9 million people a day, through leadership, project execution, strategic planning, communication, and collaboration. The CTO also has a direct line in shaping the MTA customer experience through the innovative application of technology and information systems in transportation. As a member of the senior executive team, the CTO partners with internal operations clients and provides leadership in developing an information technology strategy to improve service management and drive operational effectiveness throughout the MTA. The position motivates and leads a 1,000+ person department in an agency with a renewed obsession over the customer experience and a mandate to lead the modernization of the subways, buses, commuter rails and tunnels & bridges. The CTO is uniquely positioned to reshape customer interactions with the MTA through new and proven technologies. These solutions will enable and accelerate plans already developed by New York City Transit, the Long Island Rail Road and Metro North. The ideal candidate possesses a strong customer service mentality coupled with a deep understanding of technology implementation and business process design.
The MTA Information Technology Department is responsible for all IT functions and services across all MTA Agencies, extending over the five boroughs of New York, Long Island, New Jersey, Westchester to Port Jervis and Connecticut to New Haven.
•As a member of the Executive Management Team, advise and guide on more effective, simpler, and faster means to accomplish the organization's mission through technology. Provide presentations as needed to the Board of Directors, Audit and Finance committees.
• Communicate a technology vision informed by the organization's strategic goals. Develop strategies to address the organization's technology needs in system acquisition, development and integration to meet business demands. Leads process to establish IT priorities on an annual basis and incorporate them into an annual plan.
•Participates as an integral member in the strategic planning process through the development of company-wide strategic goals with a focus on how technology can improve the company’s strategic position.
•Identifies changes in trends in computer and systems technology with an emphasis on transportation and provides responsive advice, counsel, and education to senior management.
•Ensures effective and efficient delivery of IT services for internal and external clients by improving customer satisfaction and fostering an upward trend in system reliability. Approves and deploys resources to manage and control all projects related to the selection, acquisition, development, and installation of major information systems.
• Develops and maintains an appropriate organization structure capable of supporting the information needs of the agency through appropriate cost-effective information technology. Transforms existing IT business processes for increased efficiencies.
•Responsible for annual measurement of customer service performance and implements actions that enhance the employee and rider experience. Responsible to ensure an upward trend in satisfaction levels, reliability measures and value to the riders and employees.
•Maintains an enterprise-wide IT Disaster Recovery Plan to ensure timely and effective restoration of IT services in the event of a disaster. Oversees and delegates incident response on customer-facing systems 24 hours a day/7 days a week.
•Responsible for the recruitment, development, motivation, training and retention of a diverse and high performing multi-level IT team of professionals, conforming to budgetary objectives and Human Resources policies and programs.
•Oversees the development annual operation and capital budgets for the Information Technology department. Develops and maintains policies and standards aimed at minimizing costs related to the acquisition, implementation and operation of IT systems.
•Develops and enforces policies and procedures to ensure the protection of enterprise IT assets and the integrity, security, and privacy of information.
•Advanced knowledge of information, communication, cybersecurity, mobile, Voice, Cloud and Application Development technologies. Successful track record in design of hardware and software solutions to meet the current and future needs of a complex organization.
•Extensive experience in the areas of strategic planning, business planning, data analysis, data reporting, and statistical process control.
•Extensive knowledge of industry trends related to information systems and related technology, including knowledge of legal and regulatory requirements pertaining to areas supervised such as HIPAA, eDiscovery and Cybersecurity.
•Advanced organizational skills, with the ability to create, redesign and/or integrate complex organizational systems.
•Executive experience, preferably in a high-performance team environment.
•Experience in overseeing IT financial/budgeting planning and management.
•Experience navigating through the politics of a large multi-tiered, multi-agency public sector organization or similar private sector company.
•Ability to adapt to the constant shifting needs and demands of the business departments.
•Experience in service-oriented industries.
Education and Experience
• A Bachelor’s degree in Computer Science, Business, Information Services or related field (or the equivalent relevant work experience).
• Master’s degree in Computer Science, Business, Information Services or related field, preferred.
• Minimum of fifteen (15) years of Information Technology experience
• Minimum of ten (10) years of demonstrated successful and progressive experience in managing IT professional staff, including five (5) years of leadership experience managing major areas within IT such as IT infrastructure, cybersecurity, applications and operations.
