The City of Virginia Beach Public Utilities Department is seeking a Development Coordination Engineer, duties include:
The position supervises two engineers and four engineering technicians, as well as the coordination and oversight of three utility engineers;
Supervises the review of engineered utility plans and associated documents for development projects, including single family, duplex and multiple family residential developments, commercial development and subdivisions for conformance of utility features with applicable guidelines and standards, including fee sheets and variance processes;
Evaluates available water and/or sewer system capacity for the utility connection of development projects to the public water and sanitary sewer systems;
Oversees regulatory approval processes related to the utility (W&SS) connection of development projects, including sanitary sewer flow acceptance and Virginia Department of Environmental Quality project reporting;
Reviews planning commission agenda items, encroachment requests, and board of zoning appeals agenda items on behalf of the Department;
Oversees the Utility Right-of-Way Permit process for the Department;
Coordinates and drafts cost participation agreements with developers;
Administers the Water and Sewer Tap Installation Program, including the management of two annual services construction contracts;
Communicates with developers and consulting engineers;
Prepares presentations, reports, and technical documents; and
Participates in public/project meetings, coordinates with several city departments and other public agencies.
Requires a Bachelor’s Degree from an Accreditation Board for Engineering and Technology (ABET) approved engineering or engineering technology program with a Professional Engineer (P.E.) license from the Virginia Board of Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects (APELSCIDLA) and seven (7) years of progressive professional experience; OR, an Associate’s Degree in Engineering with ten (10) years of progressive professional experience and a P.E. license.
