ASSISTANT CITY TRAFFIC ENGINEER - TRAFFIC ENGINEERING JOB SUMMARY This position performs difficult technical, administrative and supervisory work planning and supervising staff engaged in City traffic signal installation and maintenance, traffic signing and marking; investigates and resolves related problems and public complaints; and performs related duties as required. The incumbent works within broad policy and organizational guidelines and does independent planning and implementation, reporting progress of major activities through periodic conferences and meetings. ESSENTIAL JOB FUNCTIONS: - Assists the City Traffic Engineer in planning, coordinating and supervising traffic engineering functions;
- Develops and implements division policies and procedures;
- Assists in ensuring departmental compliance with applicable federal, state and local laws and regulations, City policies and procedures, and standards of quality and safety;
- Supervises subordinate employees; supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; selecting new employees; allocating personnel; acting on employee problems; recommending and implementing employee discipline and discharge;
- Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice and assistance as needed;
- Develops, coordinates and implements plans for the traffic signal improvements, signing and markings;
- Monitors computerized signal system to ensure proper working condition at all times;
- Conducts studies to determine traffic engineering problem areas and potential solutions;
- Schedules division projects and coordinates the use of available equipment, materials and personnel to obtain maximum effectiveness and efficiency;
- Oversees the daily operations of the sign and paint shop;
- Oversees the procurement of necessary equipment, materials and tools for division projects;
- Inspects the work of crews for compliance with applicable policies, procedures, laws, regulations, plans, and standards of quality and safety; initiates corrective action as necessary;
- Ensures the proper and timely maintenance of division vehicles and equipment;
- Assists in coordinating division / department activities and functions with those of other City divisions, departments and outside agencies as appropriate;
- Assists with special projects including SCDOT, Grants, Streetscapes, etc.;
- Prepares and maintains detailed work records and reports;
- Receives and responds to inquiries and requests for assistance regarding areas of responsibility; investigates and resolves public complaints;
- Performs general administrative / clerical work as required, including but not limited to preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, attending and conducting meetings, etc.;
- Attends meetings, workshops, conferences, etc., as appropriate to maintain knowledge of current trends and technology in assigned areas of responsibility; and
- Performs other related duties as assigned.
