SUMMARY OF POSITION Under direction of the Development Engineering Manager, the Civil Engineer II – Development has primary responsibility for managing tasks associated with development review including but not limited to: engineering plan review for residential subdivision and commercial site development; attending Development Review Committee meetings; conducting meetings with consultants, engineers, property owners, and residents; planning public infrastructure systems, including streets, drainage, water, and sewer systems; and project management tasks including cost estimates, easement acquisition, schedule management, and construction observation.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Complies with all city policies and procedures, including those defined in the City of McKinney Employee Handbook
Adheres to assigned work schedule as outlined in city and department attendance policies and procedures.
Communicates effectively both orally and in writing.
Offer flexibility and adaptability, especially during times of change
Develops or reviews plans, specifications, cost estimates and contracts for major projects. Conducts site inspections during all stages of construction projects.
Reviews subdivision, commercial plans/plats and Capital Improvement Program plans for approval, verifies right-of-way dedications, drainage requirements, parking, paving and other improvements as per local, state and federal standards and codes.
Acts a liaison with consultants and external engineers.
May supervise contractors and/or consultants.
Develops and updates design manuals within their specified discipline.
Responds to public inquiries and inter-departmental inquiries relating to departmental functions.
Presents information and provides recommendations to City Council and Administration with respect to engineering-related projects.
Prepares ordinances and resolutions for City Council action.
Updates and revises City geographic data as needed, including but not limited to base maps, subdivision locations, right-of-way dedications and utility easements.
Confers with the supervisor and other departmental professionals and comprises various forms of written documentation in acquiring information for accurately performing essential functions such as civil engineering drawings, final plats, standard construction specifications and zoning maps.
Utilizes a variety of technological equipment and modem software applications in the performance of functions such as computers, CAD programs, stations and plotters.
Provides technical direction, training and support to other divisional professional and other City departments.
Performs research and routine clerical functions when necessary.
Performs as the supervisor in his/her absence.

MINIMUM QUALIFICATIONS Bachelor of Science in Civil Engineering; supplemented by five (5) years previous experience required, six (6) years previous experience preferred in municipal and/or land development engineering; or an equivalent combination of education, training and experience. Texas Professional Engineer license (or ability to obtain within 6 months) required.
Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications may be an acceptable substitute for the above specified education and experience requirements.
CONDITIONS OF EMPLOYMENT
Must pass a drug screen and background check.
Must have Class C Texas Driver's License.
PHYSICAL DEMANDS Tasks require the ability to exert light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a computer or work station.
WORK ENVIRONMENT This position has limited exposure to environmental conditions.
