Kirkland is looking for a Transportation Engineer who will perform development review according to Impact Analysis Guidelines, including scoping and reviewing transportation impact studies and evaluation of mitigation. Estimate transportation impacts of development proposals using the forecasting model and exploring/negotiating alternatives with project proponents. Ensure that applications for development are reviewed according to City’s ordinances and guidelines. Where guidelines are not applicable or definitive, base decisions on qualitative and quantitative information. Assist in reviewing transportation engineering aspects of private development requests such as access location, marking, and signing. Work with staff, developers, and contractors to prepare traffic control plans. Perform transportation concurrency analysis and help maintain transportation concurrency database. Assist in the development of transportation related ordinances, standards, codes and regulations. Support other departments in the update of the Comprehensive Plan, as well as planning and zoning regulations. Conduct advanced and complex transportation engineering and related studies, evaluate alternatives, make recommendations and present reports to the Transportation Manager, Public Works Director, Transportation/Planning Commissions, and/or City Council.
