The Board of Directors of Tohono O’odham Utility Authority (TOUA) is working with NRECA Executive Search to select their next General Manager. This position is open due to the upcoming retirement of their existing long-standing GM. If you are a strategic leader with top-notch interpersonal communications skills and the ability to develop others, you could be a good fit.
Tohono O’odham Utility Authority, an enterprise of the Tohono O’odham Nation, was originally established in 1970 as the Papago Tribal Utility Authority (PTUA) by the Papago Tribal Council. The original charter authorized it to provide electric and water service to the reservation. Today, TOUA also provides propane, telephone, cellular and internet to its customers. Its service delivery area includes the main reservation and the San Xavier District, located southwest of Tucson. (Though not all services are available in all areas.)
With its main office located 1.5 miles west of the Sells, Arizona, tribal headquarters of the Tohono O’odham Nation, TOUA employs 100 people. The utility has total revenue for all departments of $28 million and a net utility plant of $100 million. Overall, TOUA serves 3900 electric customers, 3750 telephone customers, 3300 water customers, 1900 wastewater customers, 1100 internet customers and has 750 propane customers.
General Manager candidates are expected to have a safety focus and strong electric distribution utility experience. However, knowledge and understanding of TOUA’s other departments will set you apart from other candidates. In addition to being involved in state, regional and national industry events and meetings, this position requires working in close concert with its Board of Directors and the Tohono O’odham Nation. As such, experience working with native sovereign nations is beneficial.

Experience and Expertise:
Bachelor’s Degree required; an advanced degree such as an MBA, is a plus
Education or Experience in Engineering, Accounting, Finance, Public Administration or Business Administration is preferred
A minimum of 5 years of progressively responsible leadership experience required
CEO experience preferred but not required
Distribution utility experience is required
Strong understanding of power supply is preferred
Understanding of/experience in the telephone, water or broadband industries is preferred. A further understanding or/experience in the regulatory or compliance environments in the services that TOUA provides is helpful.
Sells, AZ is the capital of the Tohono O’odham Nation and is located just over an hour southwest of Tucson. The population of Sells was 2,799 based on the 2020 census. The Tohono O’odham Nation has total enrollment of 33,643 with 13,055 living on the reservation.
