This is highly responsible professional managerial and supervisory position in the Stormwater Management Division. Work is performed in conjunction with the administration of the Stormwater Management Division (SMD) by providing key management level, administrative and technical support to the Associate Director and functions as the senior administrator of various SMD CIP Construction programs. Responsibilities and work involve the application of complex engineering principles and practices and basic administrative techniques in the development, design, construction management, contract administration, maintenance, and operation of stormwater quality management systems and flood control facilities.  Work requires sound professional judgment, administrative skills, and responsibility for the supervision, training, and evaluation of lower-level professional, para-professional, and technical engineering personnel under the general supervision of higher-level engineering or management personnel.

Examples of Work:

• Provide key management, administration, oversight, and implementation of the Divisions Capital Improvement Construction Program.
• Provide lead program management input and direction to the management and administrative functions of the Division’s operational and administrative programs. Establish and implement effective strategies to secure compliance with impervious surface restoration and TMDL reduction requirements of the County’s NPDES MS4 permit.
• Initiates program management control mechanisms to ensure regulatory compliance and the management and administrative functions of the Divisions Capital Improvement Project program.  Establish and implement effective strategies to secure professional Consultant and Contractor service contracts. Establish and implement effective strategies to secure compliance with County’s NPDES permit, and Department and Division objectives for water quality restoration and drainage improvement and flood control programs.
• Manages the tracking of CIP schedules, cost, and project scope.
• Oversee the Constructability Reviews of CIP plans, specifications, and contract documents to comply with the latest acceptable standards (Federal, State and County).
• Provides staff guidance in the preparation of contract documents, construction management, contract administration, and project inspections in meeting their performance standards for project scope, milestones, schedule and cost compliance and minimizing change order increases.
• Utilizes the principles and practices of civil engineering, planning, and/or principles of environmental engineering related to water resources including stormwater management and flood control.
• Coordinate and manage the review, and approval of final engineering plans and specifications for capital improvement projects; administer the delivery of capital improvement projects in accordance with the applicable county, state, and federal rules, and regulations in a timely manner.
• Independently and appropriately prepares the Division’s operating and capital budgets.
• Oversees the work of the section daily.  Supervises lower-level professional, para-professional, and technical engineering, and Contract Project Coordinator personnel engaged in the preparation of plans, specifications, estimates, and reports required for the design, construction, maintenance and operation of stormwater management, flood, and other special projects.
• Represents the Division, Department and County at conferences and meetings with citizens, elected officials and municipals, State, Federal and other governmental agencies.
• Performs tasks and duties assigned, which may not be specifically listed in the positions description but are within the general occupational category and responsibilities level typically associated with the employee’s class of work.

Minimum Qualifications:

• Bachelor's degree from an accredited college or university in the engineering field determined by the requirements of the position (e.g., civil, environmental engineering, environmental science).
• Seven (7) years of progressive professional experience in the appropriate engineering field, to include at least three (3) years of supervisory experience.

Preferred Qualifications:

• Five (5) years of supervisory experience.
• Demonstrated knowledge and experience with Contract Administration, Construction Management, Project Management, and Program Management.
• Demonstrated knowledge and experience with administering major CIP programs and budgets.
• Demonstrated knowledge and experience with NPDES MS4 Permit requirements with an emphasis on water quality restoration and flood control projects.
• Demonstrated knowledge and experience with MDE water quality restoration and Stormwater Management Best Management Practice (BMPs) design and restoration accounting and Credit protocols.
• Demonstrated knowledge and experience managing/supervising professional and para-professional staff.
• Demonstrated knowledge and experience with planning, forecasting, and administering major CIP annual budgets.
