The ideal candidate will have:
Bachelor's Degree in Business Administration, Training & Development or related field from an accredited college or university.
Minimum seven (7) years of industry related experience with demonstrable and progressive experience in technical training and curriculum development including: program budgeting, forecasting and implementation.
Experience with Adult Learning theory, styles, and methodologies.
Minimum five (5) years of supervisory experience (required).
Excellent proficiency with M/S Suite, especially PowerPoint.

Job Purpose:
Leads the design and delivery of safe work practices and technical training for OUC’s operations departments. Develops the vision and strategy for the department and oversees the design and implementation of the technical training program portfolio. Leads training needs identification, creates strategy and programming for delivery, identifies learner success metrics, and creates and implements assessment tools. Sets the direction and goals for the delivery of training programs and key results and supports stakeholders in meeting their KPIs via assessments and metrics.
Primary Functions:
Develop and implement the strategy for training solutions, programs and curriculum design; Provide leadership, coaching and development for the technical training team;
Partner with internal stakeholders such as electric & water production, distribution, transmission, power production, construction and maintenance departments to conduct needs analyses for business unit specific training programs;
Create, administer and track metrics for ROI and program effectiveness;
Lead the strategy for content creation and student performance assessments and identify opportunities or gaps in training effectiveness, offerings and delivery;
Design and implement classroom and field-based training via multiple modes of instruction;
Utilize skill assessment tools to support the continuing education, progression and engagement of the field-based workforce;
Ensure training aligns with business unit and corporate requirements and KPIs;
Research and remain current on industry trends and data-informed best practices and identify mechanisms to deploy them into the training curricula;
Create a knowledge repository on industry best practices and training methodologies to support the development of the technical training team.
Identify and deploy leading edge training technologies that fit the needs of the organization;
Develop and implement strategy for field observations and assessments; create feedback mechanisms to improve the employee experience;
Develop and manage the technical training budget and related expenses;
Manage vendor contracts and relationships and develop training related partnerships with external stakeholders and other educational providers;
Understand and adhere to compliance requirements that may include laws, regulations, security guidelines, OUC’s policies, and procedures;
Perform other duties as required or assigned.
Technical Requirements:
Working knowledge of all, but not limited to the following:
Engineering drawings, construction standards manual, materials standards manual; and safe work practices;
Training records/transcripts, modules (i.e. electronic and/or paper), and materials (i.e. handouts, learning objectives, tests, evaluations);
Learning Management System and related training technologies (e.g.. OUCareer);
Equipment (i.e. Line/Bucket truck, Forklift, all tools and equipment required to operate as a Line Tech I);
Adult learning and training methodologies and practices;
Performing training needs assessments and strategic alignments;
Safety related work practice manuals, guidelines, and requirements (i.e. OUC Safe Work Practices Manual)
Related industry, organizational and departmental regulatory guidelines, best practices, and procedures;
Familiarity with all, but not limited to the following:
Employee Handbook topics related to learner needs and work assignments;
Training authoring tools (e.g. Adobe, Captivate, Camtasia)

Working Conditions:
This job is performed primarily in an office environment with moderate activity in an outside training facility and /or field work environment as needed.
Physical Requirements:
This job includes very frequent speaking/ hearing, writing/ typing, and detailed inspection. This job requires frequent standing, walking, sitting, and bending. There may be occasional climbing, kneeling, reaching over head, and lifting up to fifty (50) lbs. Also, this job includes very frequent driving of a company vehicle.
