The Cary/Apex Water Treatment Facility provides high quality and exceptional drinking water to approximately 290,000 citizens in Cary, Apex, Morrisville, Wake County’s portion of Research Triangle Park and the RDU Airport. The Manager performs complex professional, technical, and administrative work to lead the operations, maintenance, laboratory, remote water facilities, regulatory compliance, and general supervision of the Cary/Apex Water Treatment Facility, along with Cary’s remote water infrastructure sites, and assigned staff and operating budget. The Manager provides oversight and direction to guide daily operations management and long term planning for the facility.  This position serves as the regulatory compliance leader for water treatment and water quality compliance and ensures the facility and staff remain in full compliance with all Federal, State, and local regulations. This position requires strong leadership capacity, technical knowledge, and professional management experience.

Work is performed under the general supervision of the Utilities Director and Assistant Utilities Director. Supervision is exercised over all assigned staff including Cary/Apex Water Treatment Facility plant personnel and remote water infrastructure staff.


Anticipated Hiring Range: $105,684- $126,318 

Typical Tasks

Develops and implements the daily operational procedures for 56-MGD water treatment facility, raw water pump station and remote water infrastructure sites; 

Plans, supervises, and participates in the activities of personnel engaged in water treatment operations;

Ensures that all state and federal regulatory requirements are met;

Coordinates and assists the Water Utility Engineering Manager as needed with capital projects;

Oversees residuals processing and contract management;

Monitors and analyzes plant performance; makes regular tours of plant, checks plant equipment and processes to maintain plant operations and efficiencies with established guidelines; assists manager in establishing guidelines;

Oversees the operation and maintenance of the ozone treatment process;

Monitors pressure zones in the water distribution system;

Coordinates water tank levels and monitors output into the system;

Oversees the preventative maintenance and monitoring of the SCADA system;

Develops and implements a comprehensive security system for the plant;

Prepares work schedules and coordinates shift operations; assigns routine and special duties and activities;

Maintains inventory of all chemicals;

Monitors water quality at the lake;

Coordinates plant projects involving staff from operations;

Collects and organizes plant operational and laboratory data for reporting to State regulatory agencies; prepares monthly monitoring reports; develops and produces computerized reports/forms for communication of plant data to upper management;

Interviews, hires, and trains new operators; conducts performance evaluations;

Provides safety training and instruction for plant operations;

Oversees employee career ladder for staff;

Coordinates laboratory work in absence of the Chemist;

Addresses and responds to public inquiries and complaints;

Prepares, manages, and oversees budget development for the operating division;

Prepares and conducts routine staff meetings;

Prepares presentations and leads communications for the division;

Hires, supervises, and evaluates employees;

Evaluates operational changes in procedures, equipment, and personnel;

Helps design, construct and implement new ideas with advanced technolo­gies to keep up with increasingly changing regulations; reviews plans and specifications;
 
Develops long-range goals and policies for direction of plant growth and budget;
 
Updates, prepares, and reports on long term Capital Planning for the facility;
 
Works with outside contractors and engineering firms on regular basis; develops specifications and evaluates proposals and bids;
  

Manages recordkeeping system;
 
Plans, supervises, and observes research and special studies;
  

Performs other job-related tasks as required.

Knowledge, Skills and Abilities

Thorough knowledge of the principles, practices, tools and equipment used in advanced water treatment plant operations including ozone, finished water pumping, water quality management, water treatment filtration processes, residuals management and SCADA systems; thorough knowledge of the operating characteristics and maintenance requirements of a water treatment plant; thorough knowledge of hydraulic, chemical, and mechanical principles pertinent to water treatment plant operations; thorough knowledge of water quality regulations and reporting requirements; thorough knowledge of the occupational hazards of the work and of necessary safety precautions; thorough knowledge of automated, electronic systems including telemetry; skill in the operation of required equipment; ability to perform necessary laboratory tests; ability to plan and supervise the work of others; ability to collect and maintain large databases; ability to follow oral and written instructions; ability to communicate effectively with regulatory agencies; ability to train staff; ability to coordinate and prioritize responsibilities of diverse sectional needs; ability to supervise large projects; ability to work in heat, cold, rain and unpleasant conditions when needed; ability to climb stairs, ladders and crawl into tight spaces; ability to hear, talk and smell as essential to monitoring water treatment operations; ability to clearly communicate and respond to the public and employees; ability to work a flexible schedule including nights, weekends, and holidays in order to meet treatment plant needs as they may arise.

Minimum and Preferred Qualifications

Any combination of education and experience equivalent to graduation from an accredited college or university with a bachelor’s degree in civil engineering, environmental engineering, construction management, chemistry, biology, or a closely related field.

Extensive experience working in a water treatment facility. 

Extensive supervisory experience is also required.

Requires possession of a valid driver's license with an acceptable driving record.
 

Requires National Incident Management Systems ICS 100, 200, and 400 Certification (training provided upon hiring).
  

Employee must have excellent writing and communication skills.

Preferences:

Possession of a Grade "A" surface water certificate and/or a Professional Engineer’s license issued in the State of North Carolina.

A degree in civil or environmental engineering, environmental sciences, chemistry, biology, or a closely related field.
 
Supervisory/Management experience at a water treatment facility.
 
Project management and/or experience supervising/managing plant construction or expansion.
 
Experience with managing, formulating, and submitting an operating budget. 

Experience with purchasing, contracts, and construction management.
