New Braunfels Utilities (NBU) is a utility owned by the community that is dedicated to serving New Braunfels, Texas's vibrant and expanding city. NBU has been a reliable provider of safe and sustainable utility services covering water, electricity, and wastewater for more than seventy-?ve years. The organization actively promotes economic growth and environmental stewardship in the picturesque Texas Hill Country. NBU is committed to delivering secure and dependable utility services, continuously enhancing and maintaining utility networks and facilities. Through strategic investments in infrastructure, NBU ensures its customers a stable water and electricity supply. The utility is nationally recognized for its energy—ef?cient practices and commitment to conservation.
The NBU electric system encompasses 625 miles of overhead distribution lines, 406 miles of underground distribution lines, 11 substation/metering points on the transmission system, and various other buildings, equipment, and related facilities. Similarly, the NBU water system comprises 624 miles of water mains with diameters ranging from 0.75 to 36 inches. It includes an 8 Million Gallons per Day (MGD...) surface water treatment plant, a 3.74 MGD membrane treatment facility, ten active groundwater wells, and 22 pump stations featuring 56 active pumps. Covering approximately 65 square miles, the NBU wastewater system service area includes the city of New Braunfels. The municipal wastewater system comprises around 453 miles of sanitary sewer lines, served by four water reclamation facilities with a combined treatment capacity of 12.3 MGD and 28 lift stations.
Operating as a not—for—profit organization, NBU structures its rates to encompass the expenses associated with enhancing essential services and extending current infrastructure to meet the demands of the expanding community. These rates incorporate ?xed customer charges and variable charges based on kWh usage, water consumption, and wastewater usage. This approach is strategically designed to recuperate NBU's costs for maintaining infrastructure and ensuring the delivery of dependable customer service.
NBU functions within a governance structure led by a five-member board of trustees. This board comprises four individuals appointed by the New Braunfels City Council, each serving five—year staggered terms and the city's incumbent Mayor. The City Council, elected by the community, holds regulatory authority by appointing board members, approving rate adjustments, and authorizing bond assurances. This ensures a system of checks and balances in overseeing NBU's operations.
As of September 2024, NBU employs 410 full-time equivalents, with annual operating revenues amounting to $220.6 million and operating expenses totaling $195.3 million. The organization is actively investing over $979 million across 161 projects over the next five years. Further details can be found in the Fiscal Year 2023-2027 Capital Improvement Project Overview.
