The starting salary range for this position is $86,640 - $108,300 (based on qualifications). With tenure and strong performance in this role an employee may earn up to a maximum of $129,960, annualized.
Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

Energy Efficiency Advisor Residential & Commercial
Join our team at Chelan County Public Utility District. As one of the largest hydroelectric generating utilities in the Northwest, our mission at Chelan PUD is to improve the quality of life for the thousands of people who call our pristine desert and mountain community home.
Overview The energy efficiency advisor designs and manages energy efficiency, demand side management and demand response programs for residential and/or commercial customers in the District's service territory. Activities include, but are not limited to, day to day customer management, monitoring, and reporting of financial and energy savings, and contributing to the development of short and long term energy efficiency and demand side management plans. Develops and maintains relationships with both internal and external stakeholders in the political and environmental arena. Supports District renewable/alternative energy programs (i.e. SNAP) and promotes cooperation in efficiency and alternative energy programs with other local and regional entities.
Responsibilities
Performs analysis and research to recommend effective District energy efficiency measures, technologies and activities designed to meet regulatory and District objectives.
Provides exceptional customer service assisting customers in selecting appropriate technologies or activities, preparing incentive or rebate materials, and providing technical support.
Enters or oversees data entry into tracking systems and monitors accuracy and completeness of records in accordance with compliance standards.
Manages vendors and contracts.
Participates in the development of short and long range plans and budgets.
Interacts with regulatory agencies and internal or external auditors.
Maintains relationships with other industry experts and participants through participation on regional forums and attending appropriate conferences.
Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC). Employees with access to confidential employee records and information are required to restrict access from any unauthorized person, except on a need to know basis.

Qualifications
Education Equivalent experience (year for year) may substitute for required education.
Bachelor's Degree (B. S., B. A.) in Energy Management, Business Administration or closely related field is typically required.

Experience
5+ years as an energy efficiency program administrator, conservation analyst, or as a knowledge resource in a public utility or a related industry is required.
Skills and Abilities A fully skilled incumbent will have the following knowledge skills & abilities:
Requires an in-depth knowledge of residential and/or commercial energy efficiency measures, building science, building codes, thermodynamics, and health and safety regulations.
Knowledge of financial evaluation principles such as B/C analysis, NPV analysis IRR analysis.
Knowledge of energy efficiency cost-effectiveness methods such as Total Resource Cost Test.
Ability to manage multiple projects and vendors.
Must possess ability to plan, develop, and implement residential demand-side management programs.
Must possess the ability document and track energy efficiency acquisition in Customer Information System with experience in PeopleSoft
Must have the ability and skills to provide exceptional customer service and be solutions orientated.
In addition, this position requires the ability to review, interpret and communicate clearly the impacts of proposed and existing legislation to a variety of audiences at all levels of management and customers.
Strong business and technical writing skills, interpersonal skills (both oral and written), presentation skills, and the ability to create and promote new concepts and ideas are essential. Requires ability to analyze existing and proposed programs to ensure efficiency and a focus on continuous improvement.
To perform this job successfully, an individual is required to have knowledge of PeopleSoft Financials; PeopleSoft Timekeeping/HR; Microsoft Outlook; Microsoft Word; Microsoft PowerPoint; Maximo Order Processing; General Office Equipment; and ability to run reports from CIS and work with administrators to develop and maintain tracking and compliance reports. Advanced skill required with Microsoft Excel.
Ability to prioritize and multi-task, and work under strict compliance related deadlines.
Excellent oral and written communication skills.
Must be proficient in reading, writing and speaking English.
