ESSENTIAL DUTIES Duties may include, but are not limited to the following: 
 
 Manages, plans, organizes, and directs City engineering activities, including land development, stormwater management, traffic design, traffic impact reporting, pavement management, street improvements, lighting, facilities, grant and outside agency funding and reporting, and construction of capital projects. 
 Prepares complex technical reports and documentation; conducts research; and supports engineering work plans by assigning and monitoring projects, and reviewing work products, methods, and procedures. 
 Assists in developing and implementing goals, objectives, and policies; plans, develops, and implements City policies and procedures for the Engineering Division. 
 Manages the City&#39;s capital improvement program (CIP); prioritizes needs and funding; reviews work in progress or upon completion for compliance with standards; prepares documentation and improvement plans, and recommends the appropriate corrective action. 
 Assists in the overall direction and management of the engineering division, including managing and participating in the development and administration of the department&#39;s annual budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approves expenditures; directs and implements adjustments as necessary. 
 Oversees, analyzes, processes, and provides technical assistance for land development projects regarding engineering design activities, including plan checking, mapping and improvement drawings, site suitability studies, appropriate mitigation measures, and conditions of approval. 
 Selects, oversees, and evaluates staff and consultant services; establishes performance expectations; conducts evaluations; coordinates training and development; prepares requests for proposals; manages contracts; and implements corrective or disciplinary actions as needed. 
 Serves as technical advisor to the City Manager, City Council, and department directors on public works and engineering matters; conducts special studies and assignments; develops comprehensive recommendations for management consideration. 
 Coordinates engineering activities with other divisions and departments; represents the City in outside governmental agencies and organizations; confers with engineers, developers, contractors, and the general public; provides support to boards and commissions on engineering matters; participates in professional groups and committees. 
 Prepares and presents studies, reports, resolutions, and recommendations; facilitates internal and external meetings; and represents the City on engineering matters before neighborhood groups, commissions, task forces, committees, the Planning Commission, City Council, and other assigned bodies. 
 Oversees, develops, and implements current engineering program activities, including review of traffic, drainage, and other environmental studies; provides technical assistance and information regarding City development requirements. 
 Oversees the City&#39;s Floodplain Management Program. 
 Performs related duties as assigned.   Education and Experience Possession of a bachelor&#39;s degree from an accredited four-year college or university with major coursework in civil engineering or a closely related field, as determined by human resources; AND Five (5) years of increasingly responsible engineering experience, at least three years must be as a licensed civil engineer and at least two (2) years of supervisory or management experience over professional and technical engineer staff. Licenses and Certifications 
 Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis. 
 Possession of, and the ability to maintain, a valid Certificate of Registration as a Civil Engineer in the State of California.

One of our core deliverables is Plan Bay Area, which we update every four years. In this role, the Principal Modeler will manage a consulting team working in travel model development, developing both major and minor features as needed for the travel model and associated tools. This will involve project management as well as hands-on development work. The Principal Modeler will also be involved in developing other modeling and modeling-related tools relevant to long-range planning, including land use forecasting models, population synthesis tools, and others.  Provides timely performance management for assigned subordinate personnel in conjunction with Resource Center Supervisors and Superintendent. 
 
 Develops and maintains team relationships with internal clients, including managers, process supervisors, project managers, resource supervisors, resource superintendent and others, and with developers, customers and outside agencies to maximize productivity, open and continuing communications and achievement of work objectives. 
 Personally accountable for due diligence in ensuring adherence to established SMUD safety policies, Federal, State, and local safety and hazardous waste laws, codes, and regulations; supports to established SMUD safety policies and goals through establishing specific safety behavior expectations for the sub-segment work process and managing to them; monitoring and responding to safety concerns of staff, contractors and customers using specific knowledge of Federal, State and local laws, codes and regulations; and working with Safety, health and Environmental Services to stay abreast of safety innovation and training to ensure a safe work place and prevent injury. 
 Represent SMUD on governmental, industry and professional organizations and committees and participates in forums pertaining to assigned work processes to ensure SMUD is represented in and secondary network planning, design, construction and maintenance processes are enriched by industry involvement. 
 Provides support to Distribution Services and SMUD by assuming supervisory on-call responsibilities and responding effectively and efficiently in emergency situations to contribute to emergency response, service reliability, customer service and resolution of problems related to SMUD power outages. 
 Assists in overseeing internal/external department projects by identifying project objectives; identifying internal/external project team; developing Request for Proposals where applicable; negotiating contract terms; developing project plans including schedule, cost, key work products and milestones; monitoring project progress and completion against plan/contract; revising schedules, scope, expenditures and assignments as warranted; reviewing work products; resolving conflicts and discrepancies; maintaining project records and files; participating in the overall review of the completed project results; and making recommendations for next steps to ensure department projects are completed within scope, budget, schedule and meet SMUD quality and policy standards.

 Required Education
